a significant part of a vibrant and dynamic international city like Hong Kong. Art integrates the functional and aesthetic considerations in key spaces of the LegCo Complex, and enriches the cultural life of Hong Kong city and the public. It is therefore important to acquire and install appropriate artworks in the new Complex.

The Art Acquisition Project ("Project") for the Complex, which is managed by the Special Duties Division under the Legislative Council Secretariat ("LegCo Secretariat"), will be carried out by different phases and modes of acquisition. The scope of this Open Call for Artwork Proposals ("this Call") will cover public artworks at four locations as recommended by Gammon-Hip Hing Joint Venture ("Four Locations"):
Project Summary
The LegCo Commission is calling for artwork proposals from skilled artists and art teams ("Participant(s)") who are specialized in public art installation and interested in designing, fabricating and installing significant public art features at the LegCo Complex.
Participants having experience in public art projects and who are prepared to enter into a written agreement with The LegCo Commission for the design and creation of the public artworks if commissioned are welcome to submit their proposals. Participants should be able to demonstrate that they are capable of completing the Project within the scheduled time, and that their artworks will appeal to the audiences of a diverse range of ages and backgrounds and be interactive with the audiences.
It is intended that the artworks will become significant landmarks or art features to manifest the LegCo Complex with distinctive characters, embellish the environment and enrich the cultural experience of the public using or visiting the Complex. The artworks should engage, challenge and stimulate the audiences aesthetically. Taking into consideration the Participants' visions and artistic skills, the artworks may be in various visual art media and forms. Participants are expected to submit high standard proposals in accordance with the arrangements as set out in the Artists' Brief and the requirements of the sites. Proposals selected by the Adjudication Panel will be recommended to The LegCo Commission for consideration of commissioning and implementation.
The commissioned Participants will be required to complete the installation of the artworks in May/June 2011.
Theme and Concept of Work
The LegCo Commission is looking for proposals and artworks that will be visually integrated into the environment and landscape, as set out at Annex 1. The proposals and artworks should be able to reflect and complement the identities and functions of the sites by means of artistic interpretation. While there is no specific theme set for the artworks of the Project, The LegCo Commission invites Participants to creatively demonstrate their artistic expression and freedom, and be mindful of the considerations that the artworks should:
- Reflect the dignity, solemnity, function and ideals of the Legislature;
- Enhance the environment of the Complex;
- Set an example for Hong Kong in making art a part of the everyday life of citizens;
- Help promote the strength and diversity of art and craft in Hong Kong; and
- Be in good condition, of acceptable professional standard, and of a scale, subject matter and character appropriate to the status of the Legislature.
The concepts of the proposals and the artworks are also open to Participants' creation, and they should be site-oriented and technically feasible. Participants will be required to carry out the artwork production and installation as set out in their proposals if they are offered the commission.
Budget
The Four Locations which are chosen for installation of the commissioned artworks are briefly described and outlined at Annex 1. The budget ceilings for the implementation of the commissioned artworks at the Four Locations are as below:

The budget ceiling for each of the Four Locations is inclusive of all costs and fees incurred directly and indirectly including the artists' fees, design fees, travel and accommodation (if required), material costs, support and fabrication, feasibility study report fee of the registered structural engineer, attendance of meetings, production and installation, plinth, lighting, insurance, storage, transportation, documentation, clean up and maintenance costs and any other expenses incurred during the one-year warranty period.
